@whocares, although you've made really excellent points, I think that the person who wrote this, when they are talking about 'kids', is referring to the decent amount of 10-13 year olds who are getting involved in activities, such as sex, drugs, smoking, drinking etc., and as far as I can grasp, other generations haven't been *that* young.
