Okay, so apparently selling it for human consumption is illegal, but possessing/eating it is fine in every state.

It's perfectly legal to eat it in every state, selling it is a little iffy in a few areas though. Bans and stuff on producing it and selling it eased up a bit a few years ago, according to google

Horse meat is legal to sell and produce in America too, it's just not common practice.

As Canadian I have never encountered horse meat. Try England, maybe?
