Okay, to those of you complaining how it's not anime and all the artist did was make them hot:
A while back I found a photoset on tumblr with most of these in it. It was literally titled "Sexy Disney Villains" and, as you can see, that's exactly what the artist did. Made them sexier. I definitely recognize Ursula and Hades from the set, so I think it safe to assume they all come from there.
