I think they meant that the person is acting really nervous etc, and it doesn’t look like something that would belong to them, e.g wearing really cheap clothes and sandals but having a £700 bike.
For example I bought a bike for about £50 and this absolute piece of crap had a part worth about £225, so I put that part on my better bike
