Antiques are at least a hundred years old. In the 1920s the "candlestick" model, with a separate mouth piece, was most common. The rotary dial was introduced in 1919 but didn't become common until the fifties. This does not look like any of the older models so it's probably vintage and not an antique.
Still a cool pic though.

I understand property tax in the US mostly finances public service, such as schools and libraries, so maybe you want to pay not to live in an area full of ignorant analphabetists which would seriously impact property values.
