Except colleges would then intentionally recruit a percentage of dumb students while turning smart students down for those spots so they could maintain profits and funds. (College, in America at least, is a for-profit enterprise)

Pretty much this. The idea sounds great, but colleges will still find a way to make their money.

agreed. It would also hurt the students that try really hard for that B compared to those students that are just smart and never study yet still get an A

Also the vast majority of benefit derived from a degree goes to the holder and not society; individual should bear most of the costs associated with a degree while receiving some subsidy through the taxpayer.

Sucks that there would still be ways around this. I really wish my college worked this way...
