House Bill 900 – also called the Restricting Explicit and Adult-Designated Educational Resources (Reader) Act – took effect in September 2023 and requires library vendors to rate materials for explicit content, inform parents of potentially explicit books and recall materials already in circulation when required.

So not banning books. It just placed restrictions on what can be loaned out without informing the parents or guardians of the content of the books. Basically, responsible parties will now be informed if there is explicit content before a child gets their hands it. Doesn't mean the materials won't get circulated anyway.

Government actively preventing people from reading a book sounds an awful lot like book banning.
