I can't speak for this particular fire but often the exceedingly high temperatures cause extremely low moisture levels which dry out the local vegetation making them extremely flammable. Fires are often started in California by sparks coming off of car exhausts which ignite the grass and shrubs on the side of the road. This is often heavily related to extremely dry conditions.
