It's a great idea and I'd love to see it happen but it's really hard to accomplish. Even countries with laws requiring more than two parties struggle with this one. Many end up separate only in name. Anything that requires a majority vote and not a greatest percentage vote to win will eventually end up as, functionally, a two party government. And this problem gets worse the bigger the government/population of country. Even percentage voting can easily fall into this trap since smaller parties will always lose no matter what unless they get others to vote with them or ally with more parties, hence the, in name, comment.
Factions are inevitable with any democratic (and most non-democratic) forms of government. People are going to have different perspectives and will always fight for what is in their best interest.
