Yes, in fact cars bought in Sweden automatically turn on the headlights when you starts the car. I remember having to learn to turn them on when we had a car bought in Germany.

It’s also a law in California that you must turn on your headlights whenever there is rain, snow, visibility less than 1,000 ft OR any time your windshield wipers need to be used.
