Meth Damon. Todd was one of the scariest villains because he had literally no moral compass whatsoever but still managed to come across as sweet, mild, and dull, if not mentally slow, but still shot and killed a child with no hesitation whatsoever and kept Jesse in a literal cement pit for six months. He flew completely under the radar because people just thought he was a mildly mentally retarded man just trying to make his way in the world instead of a cold, emotionally dead psycho.
