While it’s an interesting fact that a surprising number of people don’t know, post WW2 science and industry around the world was chock full o war criminals. But there are also two ways to look at things. One is in the sort of context this meme tends to evoke- and the other is that in a very short time, humanity took tools of destruction and used them for amazing acts of science and peace. That we were able to put conflict to rest and in the relative peace post war, with more focus on other things than fighting, reached the moon with less computer power than you’re probably using to read this. Swords to plow shares.
As for the war criminals themselves- it churns my stomach more than a bit thinking about it. BUT- not all Nazis were “Nazis” and many scientists weren’t so into politics and theologies as they were into science- or not being killed and having their families possibly punished. Doesn’t excuse what they did- but objectively speaking- there’s no “pay back” for what was done by or through many of these men. We can only kill them once, and torture is not only something that can only last so long- but it also makes the torturer guilty too. Slippery slope. Either way we can’t rewrite history but we can shape the future.

Check out the Japanese Unit 731. The US let those scientists off the hook in return for their research and it turned out to be useless
Others? Not so much.
Also, the Russians did exactly the same so I’m not sure about the meme
