In many cases the facade you see- the part he is chipping away- isn’t structural at all. Often it’s simply a design element, underneath it (you can see it a little in the pic), are structural support beams. Most of the time the facade carries little or no load whatsoever and the inner beams could fully support the weight without it, but it acts as a decorative covering to give the building style and cover up the utilitarian supports. Much in the same way dry wall (the part of a wall you “see” isn’t structural, it just covers the framing, pipes, wires, and insulation beneath while helping with looks and a few other things.
