Both are valid points. Your dog should not be roaming outside your yard off a leash. However, sometimes they escape due to carelessness or craftiness. There are very few excuses for speeding, because you become a danger to other people on the road when you do.
My brother's dog escapes constantly in the summer. The warm weather along with rain makes the ground soft to dig at, so he just digs under the fence. It's quite annoying. And he has a big backyard, so it's not like the dog is cramped.
Maybe the dog wasn't in the street. Maybe the dog was in the front yard. Maybe the dog was in the back yard. Maybe the dog was in the living room. Everyone in my neighborhood has lost something - a mail box, fence, car, wall - to these idiots driving faster than their limited skills can handle. Just because the dog was hit by a car doesn't mean either one was actually in the street.
But that's none of my business.
