Well if she has a good alibi and depending on where the crime takes place, they'd have to reason to suspect her. Like if it took place in the middle of the day and she was at school or if she lives in Arizona and it took place all the way in Maine.

Plus I think they need the root to be able to tell by hair ? I'm not 100% on that but I know no one pulls the roots of their hair out to donate.

For DNA, yes, they would need the hair root. However, mitochondrial dna can be tested with the hair shaft. Also what lucky11 stated.

The answer - there’s only DNA in the hair follicle, so you’re not at any risk. Donate your hair if you can! :)

Unless she's had to submit a sample of her DNA and is now in a system that can be searched without a warrant she'd never be a suspect. Instead it would be listed as Unknown Female and kept on file until they found a match.
