I have OCD, this sort of thing happens in a lot of people. "If I don't stir my tea 9 times, my husband will die" or "If I don't touch the door just so, I will die".
It's somewhat common, but if it becomes an obsession, causes stress, and happens too often you may have to see a professional.
To me it just looks like he's trying to motivate himself to push himself harder during his workout, I mean I do something similar where I'd be like "if I don't do this number of push ups or something then I'll drink a half liter of grape fruit juice when I get home (I hate grapefruit juice btw)" or maybe he's just bored and looking for a little competition to make his run a little more exciting cause its not like a compulsive need or anything its more like either "yes I beat that car" or "oh well maybe I'll outrun the next one". It's not a big deal or anything and given the lighthearted nature I doubt its anything related to OCD.
