How do you know the owner of the car didn't just forget to put his placard up. Don't judge! I forget my handicap placard every once in a while. In Texas it is illegal to drive with it on your rear view mirror, so if you're distracted, it can be forgotten. Assume the driver is NOT an a**hole.
