It's static electricity... They charge their shoes by moving them along the board so it sticks to them

It's quite easy... actio est reactio - 3rd Newtonian law... When the skateboard hits the ground it gets catapulted back up again, the skater jumps and "tips" the skateboard and because when the skater jumps the board and he are exactly the same speed, they're the same speed when "descending" to the ground again. Physics!
