29.5 inch basketballs are usually men's basketballs, and girls usually use 28.5 (boys at a younger age (like teens i think) use it too) inch ball. So yeah, it kinda makes sense that it's recommended for boys.
And from experience, 29.5 inch basketballs are a little bit heavier than 28.5 inch basketballs bc of how much more air can fit into it
Heres how I've always learned it:
Equality: Everyone gets the same thing/treatment as everyone else no matter how much of a disability or disadvantage they have. For example, A parking lot without any handicapped parking spaces, because everyone gets the same treatment.
Equity: Everyone gets things/treatment based on their advantages, disadvantages, abilities and disabilities. For example, this whole women's and mens basketball sizes. Women's are smaller to fit the average hand size making it easier, and mens are larger to fit their average hand sizes also.
