That's actually very lucky. Insurance wouldn't cover the flood, but it would cover the fire.

Unless it's in a flood prone area. Then they might have insurance for both. They weren't going to reclaim that house anyway.

It's actually very hard, if not impossible to get flood insurance in flood prone areas. That's why the fire was lucky.

There is also the fact that with the fire, it will destroy the home so you don't have to deal with disposing of a flooded home. They're still tearing down homes left from Katrina.

There will still be bits still underwater that the fire won't destroy, but beyond that, it's very lucky. Maybe not lucky if they were hoping to rescue a few of their belongings.
