One. Bill is actually helping people. Offering the internet isn't helping people in third world countries. They'd rather have food and clothing.

I don't see how this makes him a scumbag, he just isn't as much as a good guy. Having internet would really hinder developing countries?

I wouldn't call him a scumbag for wanting to help. The intention is good, it just isn't practical or as useful. That's like if you're really hungry and one friend offers you mints, and then you see another one after that has a pizza and offers you some...does that make the first friend a scumbag? No. The first friend is only a scumbag if they have pizza AND mints. This whole thing is kind of convoluted, I'm gonna go eat some pizza.

Internet access is, by and large, a necessity now. Bringing high speed internet to impoverished areas will help with education, the economy, and a myriad of other things.
