"Assuming that "truly transparent" means that air and its constituents are no longer able to absorb and re-radiate incident radiation, which in visible light seems to be our definition of transparency."

Just imagine how many stars would be visible at night, with not only the air being completely transparent so the light form more stars could get through, but no light pollution either.

Light pollution is much more important factor than the absorbance of air , also you wouldn't have a good contrast during day light.
