"Quarter to" = 15 mins. before. A quarter to 2 is 1:45. It's a quarter of an hour. A quarter after 2 would be 2:15. Pretty simple.

What about when you ask the time and someone says "quarter 'till" and then you have to ask them "a quarter until what time?"

That is my least favorite thing. Especially when I've been at school all day long and they're like "quarter til". I have not seen the sun in at least 9 hours, a quarter til when?!
