not necessarily racist, but wrong. Dog is a common dish in North Korea, not in China so much though. I've never actually heard of dogs being eaten anywhere else.

A Chinese restaurant in an English country is very unlikely to be offering a North Korean dish. To imply that they would illegally provide food from the animal hospital - based on a confused idea of cultural norms - fits my definition of racism.
