It's completely usual to do it up to 2 or 3 years. It's also because the child develops and changes so fast and has or is supposed to have different abilities every month. So when you tell me your child is 2 years old I have no idea what abilities your child actually has because it could have just turned 2 or it is almost 3 and that is a huge difference in development. It's also to make it easier for people to buy stuff - baby clothes for example show the months, not the years. So you can better calculate if it really fits the child.
