From what I see in his body language, he likely was just playing roughly, and his owner called him inside with "Treat" or "Cookie" or something of the sort. However, the timing of the gif makes it comical, since it looks like he was caught doing something he shouldn't have done, and is embarrassed.
A truly embarrassed collie, however, will put his ears down and wag his tail gently, sometimes shuffling. It's pretty funny.
