Sorry, but there's no way in hell, especially in that scale. It seems like it's an in-class worksheet if you reference the title, and eyes drawn like that, no matter how much practice, would take days to be perfected like this one is.
Plus, the textures seem to be made with charcoal at parts.

That's definitely photoshopped. That's an eye that looks like it took days, and with more than a pen/pencil.
