Actually, it does. Regardless of whether they were placed there afterwards or not, the message doesn't change. Animals eat cigarette butts that are lying on the ground, and, since a lot of them aren't capable of digesting them, they sit in their stomach and release god knows how many toxins into their body. The point of the post is to inform people about this situation so that they'll stop throwing their cigarette butts on the ground for animals to eat. So, yes, this picture does mean something.

Yeah, they were probably placed there purposely. But that doesn't negate the fact that all of this is true- animals do eat cigarette butts and most of them cannot digest them, so they end up just sitting in their stomach until it eventually kills them. I think whoever took this picture placed the cigarettes there on purpose to give a visual of what actually happens.
